As of today ( 9/5/08 ) I made a new rule that if you sign up and don't make a character within 2 days of signing up, their accounts are deleted. (If you were already a member before this date, this rule doesn't affect you)
Also since Ryo can't get on as much (and I prolly won't able to either soon) Victory21 is allowed to approve characters (Both Bleach and Naruto)
